Immigration

America is a nation of immigrants, and I am proud of our heritage of inclusion that defines us all as Americans. Our district, our state, and our nation are stronger when we embrace diversity and celebrate the contributions of immigrant communities.
Our current immigration system is broken, and I support comprehensive immigration reform to modernize it, including a strict but fair pathway to citizenship. I support the reversal of the Trump Administration’s inhumane and counterproductive immigration policies, and believe we should focus on alleviating the conditions which drive waves of immigrants to leave their home countries.
I am a proud supporter of the Dream and Promise Act, and I will continue to work to protect Dreamers who’ve known no other home but the United States.

WASHINGTON, DC – Today, Congressman Bill Foster (D-IL) reintroduced a resolution supporting DREAMers in the military. The resolution calls on the Secretary of Defense to authorize DREAMers to serve in the armed services. Allowing DREAMers to serve would improve military readiness and let young people who grew up in the United States serve the country they call home. Congressman Foster co-led the resolution with Congressmen Jared Polis (D-CO) and Juan Vargas (D-CA) with eighteen additional original cosponsors.
Washington, D.C. - "Once again, the Trump administration has unleashed another poorly thought out and misguided executive action. This new ban on individuals from six predominantly Muslim countries targets individuals simply because of their country of origin and religion. As a recent report from the Department of Homeland Security explained, the largest threat to Americans comes from ‘homegrown' terrorists who have been alienated and radicalized by exactly the kind of hatred and bigotry that Trump's statements and executive actions amplify.
Washington, D.C. – Today, Congressman Foster (D-IL) announced his guest for the upcoming Joint Session of Congress. Samia Abdul-Qadir attends Naperville North High School. She was a participant in Congressman Foster's recent community discussion on the effect that President Trump's attempts to ban travel from several Muslim-majority countries have had on the local Muslim community and the fear those actions have provoked.

Washington, DC - This week, Congressman Bill Foster (D-IL) hosted a teletown hall on the Trump Administration's recent executive orders on immigration, refugees, and the construction of a wall on the Mexican border. Over 4,000 people from the 11th District participated in the discussion.
Washington, DC - This week, Congressman Foster (IL-11) and Congressman Ted Deutch (FL-22) introduced two bills to protect the rights of immigrants. The legislation would protect immigrants' legal rights and right to an attorney. The Protecting Immigrants from Legal Exploitation Act (H.R. 912) would impose a fine and possible jail sentence for offering fraudulent immigration legal services. The Immigrant Detainee Legal Rights Act (H.R.
Washington, DC - I strongly disagree with the order. It poses a grave threat to our values and our economy. Since 1975, zero people have been killed by terrorist attacks on American soil by immigrants from the seven countries affected by Trump's Executive Order, showing just how misplaced the priorities of the Trump Administration are. History has not looked kindly on us when we've prevented people fleeing violence from seeking refuge in this country.
Washington, DC - I strongly condemn the construction of a wall with Mexico and any action that provokes fear into the lives of our immigrant communities. This wall is useless and antithetical to the core values of our country. Our country thrives on the innovation, culture, and diversity that immigrants from all walks of life bring to the United States. More than 40 percent of Fortune 500 companies were founded by immigrants or their children.
