Congress cannot pass major tax cuts for the wealthy while simultaneously supporting a budget that increases spending. In a letter signed by 67 Members of Congress, Foster asked that the President declare the epidemic a national emergency and request full funding for the Substance Abuse and Mental Health Services Administration and the Public Health Emergency Fund.

Meanwhile, Republicans have done tremendous damage through their failure to bring even a single spending bill to the President's desk for a signature. The unending string of Republican continuing resolutions have been a continuing disaster for our military, our health care system, and communities fighting opioid and heroin abuse.

"This shutdown is entirely unnecessary and counterproductive to the mission to which we are charged as Members of Congress. At any time last year, Republican leadership could have negotiated a long-term budget deal, a solution for DREAMers, and an extension of CHIP funding to avoid this reckless brinkmanship.
WASHINGTON, DC - I voted against the continuing resolution, because it is just another temporary patch that does not address the problems we are elected to solve. Republican leadership has had months to negotiate a bipartisan deal to finalize a budget, provide funding for CHIP, and come up with a solution to keep DREAMers in this country - all things that a vast majority of Americans support. The DREAM Act would pass today if it were brought up for a vote, but Republicans refused to negotiate with Democrats to give these young people a way to stay in the U.S.
